Councilors to take up panhandling ordinance at Monday’s meeting

September 17, 2019

COUNCILOR IS MOVING TO UPDATE THE CONTROVERSIAL “PANHANDLING ORDINANCE”. IT STILL WOULD BAN PANHANDLING AT ALL INTERSECTIONS ACROSS THE CITY… BUT THE PROPOSED CHANGE IS TARGETING (SPECIFIC AREAS. NEWS 13 )S MARISSA LUCERO IS LIVE IN DOWNTOWN ALBUQUERQUE WITH THE DETAILS, MARISSA. BRIT, THE LAWSUIT HAS BEEN IN THE HANDS OF FEDERAL JUDGE FOR MORE THAN A YEAR …. THE CITY COUNCILOR BEHIND THIS ORDINANCE SAYS THE UPDATES WOULD CLARIFY CERTAIN PIECES OF THE PROPOSAL. SINCE IT WAS PASSED IN NOVEMBER 20-17 … CITY COUNCILOR TRUDY JONES HAS REFUSED TO CALL IT A PANHANDLING BAN. 01:03″The most important things in our city is to keep it safe.”01:05 ALTHOUGH HER ORDINANCE OUTLAWS SOLICITING DONATIONS FROM DRIVERS FROM SIDEWALKS …MEDIANS AND OFF-RAMPS. BUT JUST MONTHS AFTER THE ORDINANCE PASSED … THE A-C-L-U FILED A LAWSUIT IN FEDERAL COURT. 00:00″they )re not fooling anyone that this is an effort by the city to sweep homeless people, low income people, people that are soliciting public donations, out of the public view.”00:10 THE CIVIL RIGHTS GROUP CALLED THE “PEDESTRIAN SAFETY ORDINANCE” A GUISE TO TARGET PANHANDLERS. THE CITY QUICKLY AGREED NOT TO ENFORCE IT WHILE THERE WAS A LAWSUIT PENDING. 01:16″From a legal perspective and it is just downright, unconstitutional.”01:19 DESPITE THE ONGOING LAWSUIT… JONES IS MAKING SOME CHANGES TO THE ORDINANCE … CHANGES SHE REFERS TO AS CLARIFICATIONS … THAT WILL BE DECIDED ON … AT TOMORROW )S CITY COUNCIL MEETING. THE ORDINANCE (NOW PIN-POINTS SOME OF THE PROBLEM AREAS AROUND TOWN. IT READS QUOTE … “IT )S UNLAWFUL FOR ANY PERSON TO OCCUPY WITHIN SIX FEET OF A TRAVEL LANE OF AN ENTRY OR EXIT RAMP” ALONG I-25 AND I-40 … OR ALONG PASEO AT COORS … SECOND STREET …. AND JEFFERSON … 00:52″This is a piece of legislation, we )ve worked on quite a while to make sure we did no harm.00:58″ WE REACHED OUT TO CITY COUNCILOR JONES FOR COMMENT ON THE UPDATED CHANGES … SHE NEVER GOT BACK TO US. BACK TO YOU BRIT.

I believe it is unconstitutional, if someone wants to stand there in one hundred degree weather with a cardboard sign asking people for a buck a long side an interstate exit ramp then I believe they should have all the right in the world to be able to do so. Everyone always talks about crime in this city but think about it technology has came a long way walking into Walmart and stealing even just twenty – forty dollars worth of items is probably ten to fifteen times more difficult then it was probably just ten years ago and if they can't panhandle and they are too crazy and smell to bad to get a job any place where does that leave us folks?? I'm guessing they would probably have to move on to stealing from people and from people's place of domain that's the next easiest way to get some money I would think so just let them panhandle and think at least they aren't robbing my house or stealing my car like I've had happen to me or ramming the doors to an Albertsons with their Jeep because they are "helping their girlfriend escape from the security guard." You don't have to give them money but just let them be or we could have more of that kind of stuff happening I guess people dont really care and homeless people are at par with insects though just put them outta sight and mind which you can do and many do do, but you also should know that not all homeless people are there because of drugs, many start taking drugs after becoming homeless and then get labeled in with sigma that they are homeless because of drugs when in fact that isn't the case. Mental illness has a lot to do with homelessness in fact I'd say over eighty percent of the homeless stuffer from type of mental illness and when you combine illict street drugs with that you get these highly unstable people who need help but no one cares I couldn't imagine I'd probably just go hang myself if I ever became struck with mental illness to the point in which I couldn't work anymore and lost my home because people are just down right cold hearted and greedy ninety nine times out of one hundred and that would be rough

Dont give panhandlers money. They use it to buy alcohol. Once they get that first buck they buy cheap beer to get that fix. By the end of the day they are drunk at the bus stop.

Tolerance and enabling degenerate behavior are two very different things. Holding a sign and waving is not free speech especially when you're not saying anything! Omg yes we want them hidden..sorry! We sure don't want our streets looking like San Francisco! Hotel I worked at lost several guests because of panhandlers making them uncomfortable, not the interaction, just their presence. What I would like to know is who is going to protect the businesses, and hardworking people? Who's going to reimburse the businesses and workers for their lost revenue?

Ok. Once this passes burglaries will rise, just like how the illegals coming here correlates with the crime. This city is a dump

I've never experienced this scene before moving here two years ago, it's awful! Blue states get it together! …all look the same, it's atrocious, and it's the result of bad policy/politics! Don't believe me? Look it up! -California, New York, Washington, New Mexico etc.. : A dystopia is a community or society that is undesirable or frightening. It is translated as "not-good place"

The biggest problem with panhandling is that 95 percent of the homeless use the money for illicit drugs and meth. I walk to Walmart and CVS to purchase items and get a little exercise but on my travels I see drug syringes, alcohol bottles, broken glass from alcohol bottles, trash, discarded clothing and wrappers from what looks like stolen merchandise clamshells. I'm the last person that wants to get poked by a dirty syringe but this is getting ridiculous ! Its time to stop the syringe handout program. They don't even return the things to a proper syringe container. And stop giving these people money, you're just enabling their bad habits. You can help the most by not giving.

In the United States of Hypocrites, poor people are the scum of the 🌎 full of Santan and drugs. They're on the same level as rats piles of shit, infectious diseases. Rich people are exalted and loved by God. Go in their churches and hear their cherry-picked Prosperity Gospel.

Best advice you can get for panhandlers? Don’t feed the bears.

City should just buy every homeless a bus ticket to California and let California deal with it
